It's quite tricky to base decisions on Insider selling, unless they are really DUMPING the stock; maybe top officers (CFO, CEO) selling over 50% of their holdings. Insiders need money for various things like college education, mortgage etc...
Remember, even Bill Gates sells MSFT stock constantly.
Insider buying on the open market is much more reliable.
