notedame,this will definitely help NN if it appears that there is a possibility for the bill to pass. I think the possibility exists, because Clinton is weak and may be impeached. The previous telecom bill was resisted mightily by AT&T who was afraid of losing long distance monopoly ti the Bells. They lobbied mightily the Democrats ( and some Republicans ) in Congress ( donations too, GG ),and Clinton
and Company obliged. The Telecom Bill that came out achieved nothing.It is mired in the courts who are trying to interpret what Congress meant ( as if anybody ever succeeded in doing that, but that's my opinion), Any way there has been no opening of the telecom pathways.
If the airwaves and cables and wires are truly opened to competition,
obviously you are going to get a giant traffic congestion that only a giant deployment of ATM backbone network ( such as Main Street 36170 and 36190 from NN ) can solve,
