You will have to place the short when the stock is uptick. Most brokers do not accept when the stock is down tick. For a fast moving stock, the tick changes often. I think that is why. And another reason is perhaps they don't have shares available.

A classic move very similar to GERN. Brief spike up at open, then rapid decline. As more news coverage develops, might buy again at 9 or 9 1/2. Definitely a trading play for now, until more substantive info comes out. Doctor at Duke research center says they are mad at the premature publicity but extremely interested in the hard science. Lots of similarities to GERN here.
