Sure, 3 days after the IPO (T+3) you can short a stock assuming your broker has shares held in the 'street name.' I shorted after day 3 at $31.25 and have gotten in and out a few times. Ask your broker to call his margin desk and get authorization for you to short it if you dare. Remember, shorting is a trader's move and not an 'investment.'

BTW, Prudential has plenty of shares available to short.
