BID INCREMENT CHANGE:

At the conclusion of round 83 today, the exponential smoothing
formula will be changed as follows:

The variable N (minimum percentage increment) will be changed from
.05 to .10.

The variable M (maximum percentage increment) will be changed from
.15 to .20.

The absolute increment will remain at $ 0.00.

This change will be reflected in the minimum acceptable bids for the
first round of bidding Wednesday 03/18/98.

Bernard, thanks for the response. Round 79 continues slow pace of auction - 16 new high bids, 3 on the A Side, no major markets. Activity waivers remain unchanged: Cortelyou = 2, NextBand = 1, WNP = 4, Winstar = 3.

Jim, my understanding of your post about bid increments is that the FCC is trying again to get the auction off dead-center. Right now all of the participants are basically playing paddy-cake (sp?) and burning time by putting in minimally increased bids on B Side licenses and keeping the game going without significantly increasing the total amount received by the FCC. Note that there has been no change in either activity waivers or auction totals for almost 40 rounds. The graph for D,E & F PCS Auction looks very similar - in that auction the real bidding was essentially over about Round 50 and the auction continued on to Round 200 or so.
