The only thing I know is that somebody did short IPO (VRSN) after Day 3. Take it FWIW. I shorted some stocks last year after 3 weeks of IPO. So I guess Your generalization does not work any more.

My understanding is that it is 30 days if your broker was involved with the underwriting. Regardless, this stock has traded since 11/97, and plenty of folks with the right brokers were able to short it. Alas, I was not one of them.
