Brazil stocks close up strongly on 2nd-tier rally

SAO PAULO, March 17 (Reuters) - Brazilian shares closed sharply higher Tuesday, shrugging off early weakness on Wall Street to rally mostly on second-tier stocks, including units of federal holding Telebras (TEL_p.SA), brokers said.

Fires advance into rainforest in Brazil's Amazon

BOA VISTA, Brazil, March 17 (Reuters) - Poorly equipped firefighters and villagers with sticks and blankets were all that stood between an advancing wall of fire and Brazil's pristine Amazon rainforest on Tuesday.

Raging fires fanned by winds have burned an area the size of Lebanon in the savannah highlands of the northern state of Roraima over the past two months. Now the rainforest is burning, despite efforts to check the flames.

Minister signs Brazil's telecom concessions plan

BRASILIA, March 17 (Reuters) - Brazil's Communications
Minister Sergio Motta has approved a concessions plan which
spells out how the telecommunications sector will be run after
the privatization of Telebras (SAO:TEL_.P), a spokesman said.
The plan was sent Tuesday to President Fernando Henrique
Cardoso for his approval, the ministry spokesman said.
Cardoso was due to sign a decree establishing the terms of
the plan at a future date, he said.
Approval of the plan is a key step in preparations for the
sale of Telebras which is set to become the biggest
privatization in Latin American history. The government hopes
to put the company on the block by July.
Motta's spokesman also said the minister suggested that the
process of registering investors interested in bidding for
Telebras might begin later this month.
Motta said last week he expected the prequalification phase
to begin in April.
