Buck, to use a one to one bio-ID, you would need some kind of smart card identifier together with a terminal for a fingerscan challenge. A personalized biometric smart card costs money, and the money it would cost probably would have to come from the voter. Poll taxes are illegal, and I'd think a system under which the voter pays anything to qualify to vote would be just as illegal. Even without the money, it raises the barriers to voting, which is a highly political issue in the country (we may not agree) and these divisive issues are losers for the not-yet-established biometric industry.
