"On paper" = income statement = shareholders care. If u buy services from the telco and lose $ reselling it that's an absolute loss.

ROR terms now are set by each state. Trend has been less to caps
per se than to allowing LEC to keep greater % of profit above
certain baselines -- i.e. telco benefits from increasing efficiency
of its ops.
