She's about to leave for two weeks of training on new job so... <Since the issue of tax incentives was raised, companies that apply environmental technologies in Poland from what I understand have the ability to to apply for tax "holidays" for between 2-5 years. Are you referring to Poland's enactment of October '94 law on Special Economic Zones (SSE)? SSE's provide foreign investors with substantial tax holidays (exemptions on income tax, local taxes and fees, etc.) for several years and are intended for areas with significant unemployment. The three currently operating are located at Mielic(SE Poland), Silesia Region (comprising Katowice, Gliwice, Dabrowa Gornicza) and the "Suwalki" (Suwalki, Elk, Goldap). Three more are on the way in Lodz, Legnica and Walbrzych (from '98 Poland Country Commercial Guide) Karczew and Siedlce (TPP's first two sites) aren't on SSE list. In fact, of the seven proposed TPP sites in Poland, only two (Katowice and Lodz) have SSE status. Or perhaps you are referring to TPP's use of a "wholly owned intermediate holding company" by name of EES Waste Solutions LTD located in Cyprus primarily for reasons of tax efficiency. (BTW- thanks to John Samsel, I had previously looked only at TTRIF license agreement on TPP site.) If so, would you care to address the degree of tax efficiency? The "arrangement" with the Cyprus-based entity is definitely creative (an INVESCO idea?). However, is it fair to say that competitors will either cry foul or pursue similar tax advantaged strategies (guess there's room on Cyprus for another shell) possibly neutralizing this advantage? BTW, did you know that approximately 80% of electric-power production in Poland comes from COAL? Not so green yet. Don't mean to beat a dead horse... especially on the TTRIF thread...on to other issues... <...the legislative and political environment does not seem to be conducive to their sewage treatment process. (#2851) <...I am unconvinced that the sludge processing right would be a good thing (#2851) <...but sludge carries other implications as to toxicity, etc. (genuine fears or not-- it does have a stigma). (SI #3686) What is it with you and sludge? Of course it has a stigma...it's sh*t! What would you advocate doing with it? Burn it, bury it, compost it, shoot it into outer space? Surely you agree the TTRIF sludge process is the best (and most economically feasible) solution for the environment (currently). I WOULD agree that TMP plants permitted for sludge should not be sited adjacent to residental neighborhoods (i.e. Fort Devens). IMO, I believe somewhere right now (well, maybe not RIGHT now) some USF wastewater treatment engineering design team is busily at work incorporating the TMP plant technology into a standard USF wastewater treatment plant. Think about it...no trucking of waste required and would kill two birds with one stone (NIMBY issues). Remember, no one wants a wastewater treatment plant in their backyard either. Think of what effect the combination would have on USF operating margins at these plants (I doubt retrofitting present plants is feasible)...buy USF stock too! I truly believe THAT is the destiny of the sludge processing part of the business. <Given that their last reg D debenture didn't quite succeed...they would not be looked at by bankers for debt financing. Are you sure you understand the structure of TTRIF JV's? The JV partner (ex. Harvey Ambrose, USF, etc.) puts up 100% of the debt financing. TTRIF puts up no $$- just the technology and plant building expertise. I've seen others on this thread yammer on about TTRIF's inability to secure bank financing to build plants. The truth is... we don't need no stinking badges (bank loans). Just some deep pockets with credibility (which we admittedly have little of at this point... up there with Mike Tyson and Slick Willie).
