You can do that too.

e.g. I own the Jan 99 Strike=100 Puts. I can sell than anytime
to close out the position. In fact, I will surely be selling them
as I do not want to exercise the put contracts.

You can get out of any open open position before the date of expiry
(assuming that these contracts trade with reasonable volume).

Bear in mind that although you can (are allowed to) sell out of the money Put/Call options, there are times you can not actually do it simply because there is no willing buyer out there. Options markets typically trade a lot more thinly than equity markets do and you can't always buy/sell whenever you want to.
