John, assuming this is a traditional tax deferred IRA that you are transferring to a Roth, are you sure you don't pay taxes on the value of the stock on the date of transfer, regardless of whether the stock is lower than what you bought it for? I'll bet that if you transferred, say $50,000 worth of stock today and it later became worthless, you would still pay tax on $50,000.
