I may be way off base here, but I took it to mean that during the 3rd phase of EMU they will be holding a much larger portion of their assets in foreign denominations than will ultimatly be transferred to the ECB. I'm guessing that the balance will be converted into Euro's. It's going to take some digging to clarify this. Maybe Reuters will help us out later this evening.
