Actually there is another way.

Being in the telephone business, I was trying to thinking of a way for the local small ISP's to perticipate in the DSL thing.

Basically it is very simple.

*)Have the local ISP open an office close to the local telco central office in a town where the ISP could rent copper between the local ISP office and the local telco central office.
* The ISP would than install in this office the DSL equipment that the local telco would normally put in their central office.
*)The ISP could than rent the copper pair from the customer to the lcoal central office.
*) Than the ISP could make the final connection of the customers copper pair and the DSL equipment in there office.
* The final part is for the customer to purchase the retail DSL unit over the counter.

Obviously I am simplifying here, but I see away for the little guys and or big guys to go around the telco's.

I'm sure there are smarter people that can think of better ways.
