Well, I stand corrected. This is from the link:

"An applicant's finger image can be captured at the time of
license/identification processing. This will include minutia capture for legal
purposes, as well as finger image capture. Both the finger image and minutia
can be stored with the other "composite image file" information on the image
server and, if desired, the fingerprint can be printed on the card."

Viisage claims a minutiae scanner. Hadn't seen that before. Nevertheless, we still don't know who has the biometrics in the Phillipines deal, and I think it's also possible that item hasn't yet been awarded by the systems integrator. We haven't seen a press release from a competitor, either.
