I would judge from my personal conversations with counsel at the FCC on several occasions that this was never viewed as "a problem" from their standpoint -- it simply was not material.

There did seem to be a view among some of the involved FCC staff that Bell Atlantic benefited in tangible ways from its relationship with CellularVision, CV affiliates, and LMDS equipment vendors insofar as understanding the enabling technology early and grasping the service delivery capabilities and practical limitations of 28GHz propagation.
