Seems to me he has defined his mission quite narrowly---control inflation. Although the Fed is the only "central planning" mechanism in the US economy, Greenspan adheres to the notion of non-interference in self-regulating markets (HANDS OFF) policies wherever possible.

I also think there is the simple fact that rich people are making money. Have you ever tried to tell a group of rich people that they have to sacrifice their 20-30% gains in the market for the greater good of the economy? No one wants the party to end.

I think however the minute he can point to some "inflationary pressures" (in the wage push variety)he will tighten. Its already probably too late to effect any soft landing to this boom. Something none of the pundits want to think about.
