but, it depends on your situation... all my idid was in an IRA, so I couldn't claim and capital loss... it needed to be cash so I could buy something else.

secondly, someone may feel it is better to get what ever they can for the stock and get real cash instead of only getting a small percentage of that money back in tax deferment. Losses offsetting gains are another matter as well.

Anyway, there are many other reasons to sell and not declare the loss.
