Actually the shifting strategy works better if you have some that are down from when you bought them. It gives you a way of realizing losses while staying invested in the sector. If you are a trader, none of this matters. Then you can simply trade to take advantage of temporary price discrepancies. If you are a long term investor, it provides a way to lower your cost basis and take advantage of some of the temporary aberrations that move companies up or down without much real reason.
