No, Intel got the rights to manufacture the chip. DEC kept all of the intellectual property and chip design rights, and there are two other Alpha sources, Samsung and Hitachi. I don't believe Intel has the rights to sell the chip on their own, but I could be wrong on that. Intel might well benefit by supporting Alpha as a transition to merced.
BTW according to client server news, that Alpha agreement has not yet been approved by uncle Sam, and early word is that Alpha will probably be faster than merced for the first few years after merced introduction. There is no merced silicon yet, and there will only be test quantities of first silicon late this year. C-S news has been pretty accurate on Intel in the past.
