from the very little Spanish that I know (believe me it is REALLY little) that site appeared to be the results from all of the bands in each of the areas. As long as Qualcomm is listed in any of the 4 positions then it is good. It also appears that the areas are listed with the smallest (the least populous area) at the top and the most at the bottom. To equate it to the U.S. auction they are auctioning the A,B,D, and E blocks all at the same time. Their A and B blocks (the ones that Airtouch and Sprint hold here) with the most bandwidth seem to be listed as the first 2 in each group, the 2nd 2 listings seem to be the second widest bandwidths (like a D and E block here). It looks to me like we (QCOM) has a position in all of the areas but 1. It seems like on the top of each listing (where it lists the area #) it tells with 3 letter acronyms the states that are covered by each of the areas. I used a world atlas and it seemed that is the way that it was working.

Can anyone confirm this interpretation?
