Strategically, it was a smart move by Larson to circumvent U.S.
encryption rules which are probably outdated and in dire needs
of a rewrite.

Do you think Larson will stand idly by while Dr. Solomon and cheap
copycats proliferate outside the U.S. market. By the time,
encryption rules are changed it will be five years too late and NETA
will have a lot of catching up with foreign competition. No Sireee,
Larson won't stand for that. My guess is this version created
outside of the U.S. is good quality stuff but not as good as U.S.
NETA brands. No Sweat about it!!! Foreign business need to protect
their own business on the wide web. By getting a head start, McAfee
becomes the foremost and eminent brand worldwide recognized as Coke
and Nike. Geez! The world market is so huge and how can we be so
ignorant to ignore the world market.

By the time U.S. encryption rules are changed, the foreignor will
simply upgrade to the U.S. Brand NETA products and that is even more
cash flow from the upgrades.

I very much doubt Commerce dept. can do much about it. Didn't we
see how Bill Gates give the sly fox slip every now and then? Come
to think about it, it was a very clever move of Larson. Why would
he hire those government specialists? They made damn sure that
Commerce dept. can not trap them this time.
