Yes, if it had to, because that is one of its central missions. It would have to be done in those circumstances or Treasuries couldn't be sold.

Let me add to my previous post that I am long on 30yr Treasuries for the short term. If the rate runs down, I will cash them in for the 5-6% appreciation.

Joe---CPQ short interest (as reported today) climbed last month to the equivalent of 4 days trading. Even at these prices!!!
