The $75 million figure was released publicly from Texaco and Syntroleum. It was Syntroleum who has since lowered the capital cost of this facility (hence, the beginning of my skepticism).

We'll all have to wait and see if Texaco discloses the location of this pilot plant in the time frame they previously disclosed (the release suggested that more information on the plant and its location would be revealed sometime in the first quarter).
