waht behavior were you expecting, and in waht way would it support your implicit assumption ( which suggests they did or did not have previous contact, or taht she was intent on such contact....i apologize, but i have not followed your discussion so i may be asking the obvious.) I'm merely saying taht were I to receive a gift every few months from a subordinate whom I rarely saw (or even from one whom I saw pretty frequently), I'd wonder about it. It would make me uncomfortable. I'm saying further: why wouldn't Bill have had reason to think she might be interested in a dalliance?
