What is a Tier 2 Depositor? Realistically, how much should be placed in a bank account to be eligible for a 1,000 share purchase when and if a bank goes public?

Flatbush federal hasn't announced anything yet. I have an account there a year and am hoping I don't hear from them for at least another 6 months then I should be guaranteed Tier 1 in a conversion. If you'll notice banks are now backdating the cutoff dates to about 5 quarters from the time of announcement.
