I totally disagree in what you are saying.
Maybe you're right and this has been discussed on several articles, but IT IS NOT TRUE.
I come from Venezuela (if you didn't know, the largest supplier of oil for the US). Venezuela just open the oil sector to private foreign investment, and reseves are being discovered every day.
Reserves for PDVSA (Venezuelan giant oil company) have never been higher.

A little bit to inform you of PDVSA's oil exploration activities (from their web site):

The activities carried out in the exploration area, are the riskiest and most determining aspects of the hydrocarbon industry. Their sucess defines this industry's remaining and extended development.
Exploratory efforts are primarily focused on the search for new reserves of light and medium grade crude oil for the expansion plans to increase production capacity.
Also important is information found concerning potencial development of prospective areas. Seismic programs and exploratory re-entry are also effectively carried out. This has resulted in the addition of 306 million barrels of crude and 76 billion cubic meters of gas to proven and probable reserves. The exploration work mentioned has placed the Corporation's crude reserves at 66 billion 328 million barrels. Gas reserves rose to 24 billion 748 million barrels in oil equivalent.

(think about it, this is only one country...Imagine what is going on in Colombia, which is just starting in the business)

Think about it, the fact that we are using technologies for exploration purposes that were not even imaginable 30 years ago makes impossible for geologists to have predicted this.
