Yes, they intended this chip for "home storage applications"
like D-VHS and DVD. It ends up using about the same
amount of off chip memory as a decoder. They claim you can get
good quality at 5 Mb/s and excellent quality around 10 Mb/s.
I've never seen video from the encoder so I can't vouch
for this.
