Fear not...the federal law you are referring to does in fact preempt the area from local governments and specifically prohibits the local governments from considering "dangers" of emfs from transmitters. Permitting still must be complied with and can be a process...but diligence ultimately prevails. Many local governments are attempting to legislate through amending their zoning laws...but most companies had/have their apps in the pipeline. Further, independents have enough tower space in most populated areas....so let the transmitting begin!!!
