David, I agree about watching the bond rates. I am CFO of a medium size privately held company and we are in the midst of a $10 million bond issue for construction of a new plant. I will spend a few bucks to lock in the current interest rate first thing Monday morning. Rates may not go up quickly, but it is almost certain that interest rates will not go lower.
