BULLETIN - BULLETIN / MAJOR RESTRUCTURING OF MY SERVICE SECTOR LISTING
AND TWO ADDITIONS TO TOP 21 LISTING

At the beginning of the year, I revamped my TOP 21 Listing and
Portfolio to reflect my belief that quality issues would lead any
recovery in oil and gas. I also placed heavy emphasis on companies
which have production and reserve leverage towards natural gas.

Part II of my investment strategy was to take the same investment
stance involving companies in the service sector. I never made those
changes because the oil and gas sector fell further into a tailspin
and the timing wasn't appropriate. I also mentioned that with a
telltale sign, I would be jumping into the sector once again. Well,
I think current events regarding the price of oil and action taken by
OPEC has convinced me that the sector is ripe for investment once
again. It still might be bumpy over the next few months, but I
think it is wise to begin buying now.

I am no longer concerned as to where to invest my capital as far as
gas versus oil. Natural gas is a great longer term investment, but
not necessarily over the coming six months. With the winter coming to
an end in the near term and storage levels at a much higher level than
last year (50%+), prices should fall off pretty good. Come fall, all
holders in gas leveraged companies can once again become excited --
for prospects will indeed be very attractive. Oil leveraged stocks
should benefit more so over the near term. Either/or, the future
holds promise for both. There will be a reduction in drilling this
year and I think at a rate more than that projected. However, tha
doesn't concern me as far as investment in the energy sector is
involved. The reduce rates are still healthy and these companies
should continue to benefit.

Here's the action I am taking at this time.

I am creating an entire new Service Sector Listing and Portfolio
consisting of ten (10) companies.

The following purchases are to be made Monday.

100 shares CFC Canadian Fracmaster
200 shares CGH Computalog Ltd.
100 shares DEY Dreco Energy Service Group
100 shares EFX Enerflex Systems
100 shares MTL Mullen Transportation
200 shares NQL.A NQL Drilling Tools
100 shares PD Precision Drilling
200 shares PTS Prudential Steel
300 shares RYN Ryan Energy Technologies
100 shares TEO Tesco Corp.

I am also choosing to fill the void currently in my Top 21 listing and
Portfolio. The following companies are to be added with purchase
Monday.

200 shares CXY Canadian Occidental Petroleum
200 shares NEN Northstar Energy

By Friday end, I will be dropping one company from the listing to
round out holdings to 20 companies.

The companies comprising the old Service Sector Listing and Portfolio
will be transferred into the Speculative Listing which is to increase
in quantity (20) to cover both producers and service companies. By
Friday end, I will be selling some of the existing holdings to reduce
the overall quantity to 20.
