You need to go back and read the article again. Although there is discussion within the article of MPOA and MPOA-like products there is also a signficant amount of discussion of true VoIP (H.323) type stuff, with QoS (of CoS as Cisco calls it) via precendence bits and RSVP etc. etc.. This is what the 2600 is based on...it's a data/voice router.

Again, I'd like to also point out, once again, that Cisco continues to dominate innovation through the funding and even establishment of start-ups whose sole purpose is to investigate and develop new technologies. Those that succeed are purchased, those that aren't are written off. Many folks point to the fact that Cisco buys rather than invents new technologies. Although this may appear on the surface to be true, it in fact is a misunderstanding of what's actually occurring here. Very often (perhaps 50% lately) of the companies Cisco purchases are partially funded by Cisco (Precept and Ardent are two that immediately come to mind). This is actually very smart. It allows these organizations to start in a well funded yet entreprenurial environment without being weighted down by large company policies.

So, to say in an unqualified fashion, that Cisco doesn't innovate is a gross distortion of the truth. If Cisco invented every technology then there would be no competition and Cisco would be in front of the DOJ instead of MSFT. But, I guess that's just a matter of time. <g>
