Fan,

There's a trick to get your order placed with Waterhouse, on line. You need to place an initial order, even for a small number of shares, near the market place. Then you can go right in and change it to the price you want and the amount of shares you want. The software they are using to keep the orders near the market price on the penny stocks does not apply to changed orders at all! So you need to place the order you want, as a changed order.
