Using IBD the market valuation would be based on $9 per
share = $4.2 billion or 4,200,000,000 million I think...

I made some calculations.

As of December 31, 1997, TELKOM shares owned by the Government of Indonesia were 75.8 percent with the remaining 24.2 percent being held by the public. Foreign shareholders represent a significant segment of the Company's shareholders holding 19.4% of the Company shares.
