Starnet Welcomes Two More Internet Gaming Licensees

WILMINGTON, Del.--(BUSINESS WIRE)--March 24, 1998--Starnet Communications International Inc. (NASD/OTC
BB:SNMM) (''Starnet'') is pleased to announce that it has licensed Softec Internet gaming systems to two established gaming
enterprises.

''We're excited about our alliance with these innovative licensees,'' said Starnet's CEO, Mark Dohlen -- who noted that
Starnet participates in the revenues generated from every Softec Internet gaming system under license.

Oz Gaming, a private corporation based in Costa Rica, has licensed a Softec Internet gaming system located at
ozgaming.com. Oz Gaming's management has extensive experience in telephone and Internet based sports
wagering services. Oz Gaming's online sportsbook features a real-time Las Vegas line on a variety of international sporting
events. In addition to placing sports wagers online, Oz Gaming patrons can play a variety of virtual casino games such as
Blackjack, and purchase tickets for international lotteries. Simulcast horseracing & pari-mutuel wagering from Miami's
Hialeah Park Race Course will soon be added.

Multrade Ltd., an international investment conglomerate based in the Bahamas, has licensed an Internet gaming system known
as ''Jakarta International Casino'' (http://www.jakartacasino.com). Multrade's system will be customized to target Indonesian
gaming consumers. The website and players' software will be translated into Indonesian, and the featured casino game is
Indonesia's most popular gambling pastime -- Baccarat.

Softec Systems Caribbean Inc. (http://www.softecsystems.com), a wholly owned Starnet subsidiary, customizes and licenses
turn-key Internet gaming systems to independent parties in exchange for participation in the licensees' revenues. Softec now
has three independent licensees.
