You're right, they must release material information. But a tech company will generally go into a "quiet period" about 2-3 weeks before the close of a quarter, until it announces earnings (unless it will significantly miss the quarter = preannouncment). This is done for a variety of reasons, but mainly to avoid any dissemination of information to individuals (analysts, portfolio managers, etc.) rather than the entire investing community. So in short, a company will set a date to announce earnings and then enter its "quiet period" to ensure that no individual gets the benefit of quarterly information before the rest of the Street. NETA is now in its quiet period.

However, it's interesting that some people seem to get at this information even during the quiet period. This is why rumors about the quarter have such an effect at this time. Many could think that the rumors stem from information regarding the quarter obtained during the quiet period.
