Incorrect, MSFDC has never been very clear on the exact date the pilot is supposed to start (probably because they will miss it). The latest update from Dent is as follows (Feb 27):

"Billers will be operational with MSFDC by late March or April, but integrating with banks Web sites is more complicated", Dent says.

...Hmm, more complicated, what does that mean?

Well, here's what MSFDC said back on December 3 last year:

"In mid-1998, the company is scheduled to introduce the nation's first end-to-end system for electronic presentment of richly formatted bills over the Internet, as well as next-generation electronic payment and remittance capabilities."

That sure didn't sound like they were talking only about a pilot.

Then on January 28 this year, they said:

"In summer 1998, the company is scheduled to introduce.... (etc., etc., )

So, whatever they were talking about, the schedule had slipped in two months from mid-year to no earlier than late June, and possibly as late as late September.

And now they're telling the Atlanta Constitution there won't be a real product available until Fall. And according to my calendar, winter doesn't start until almost Christmas. So, CKFR will have another five to eight months without any real competition from a working e-bill system, even assuming MSFDC can hold to the current schedule.
