LITTLE ROCK, Ark. (AP) - Whitewater prosecutor Kenneth Starr said today that it is in the "national interest" for his investigation here to end soon. He also suggested he might not need another grand jury here when the term of the current panel expires in six weeks. A separate Whitewater grand jury has met in Washington since September. It has been looking into an alleged affair between President Clinton and a former White House intern and the possible cover-up.

That means he's going to bring charges against the President. If he didn't have anything, he would find a way to stall for another three years, so as to maintain his cushy job, and continue to embarrass the President. The President has seemed Teflon-coated, like this market. Perhaps the two would fall together.
