A company is required by SEC regulations to inform the public as soon as they realize there is a material change to their business. This includes good news, Microsoft today, as well as bad news, Compaq and Intel 2 weeks ago. There is most definitely a "quiet period", where a company can not make public statements, either written or verbal, unless they relate to a positive or negative material change to their business. So Paul, for homework why don't you call NETA investor relations and get the definition of "quiet period".
