Governor Leavitt Establishes Utah's First Class V Waste
Disposal Facility; Coconino SMA of Salt Lake City to
Cash-In on Class V Permit

SALT LAKE CITY, March 25 /PRNewswire/ -- Seizing a unique opportunity to help improve the
environment and give a measure of relief to Utah businesses, Governor Mike Leavitt of Utah signed
a legislative resolution today that is likely to put a small, local, environmentally-oriented company on
the map.

HCR-11: Resolution Approving Industrial Waste Permit is the culmination of a two-year long
approval process that allows Enviro-Tec, Inc. -- a unit of publicly-held, Coconino S.M.A., Inc.
(OTC Bulletin Board: CSMA - news) -- to put into immediate use a Class V non-hazardous liquid
waste disposal permit recently issued by the state's Department of Environmental Quality.

The action establishes Enviro-Tec's facility as the first Class V disposal facility in the state and the
only one within 400 miles. And the company says that it is open for business.

A number of regional businesses and institutions (including livestock feeding operations, food
processors, restaurants, and hospitals) are likely to benefit from the availability of Enviro-Tec's
disposal well. These enterprises require affordable and accessible disposal options for their waste
fluids, as mandated by federal and state agencies.

Located in the desolate hills of northeastern Utah, Enviro-Tec now presents what may be the best
alternative for the controlled disposal of non-hazardous Class V liquids, which previously had to be
trucked hundreds of miles out-of-state at considerable additional costs to Utah businesses.

This legislation could also mean a substantial windfall for Enviro-Tec and the shareholders of its
publicly-traded parent, Salt Lake City-based, Coconino S.M.A. Disposal wells with Class V
approval may receive fees of as much as $10.50 to $29.00 a barrel. This compares to Class II fees
of only $.50 or less per barrel -- formerly the company's sole source of income. Enviro-Tec's Class
V permit allows the company to process as much as 14,400 barrels per day.

''The governor's signature on HCR-11 is the final step required for Enviro-Tec to begin Class V
operations and a tremendous breakthrough for our company,'' said Coconino president Hamlin K.
Elrod. ''Now that the well is upgraded from Class II to Class V, we can begin to realize the
substantial revenues and profits that a unique well like Enviro-Tec's can generate.''

The availability of Enviro-Tec's well comes at a critical time for many Utah businesses. The
governor is also expected to sign legislation that will increase the penalties for violations of state
waste disposal rules to as much as $25,000 per day of violation.

DUCHESNE, Utah, March 25 /PRNewswire/ -- Enviro-Tec, Inc., a unit of Coconino S.M.A.,
Inc. (OTC Bulletin Board: CSMA - news), announced that it has signed its first major contract to
provide Class V, non-toxic industrial waste disposal capabilities for National Tank & Monitoring
Corporation.

The Salt Lake City-based National Tank & Monitoring specializes in the cleaning of above and
below ground storage tanks, including oil water separators, containments, processing tanks and
holding pits.

According to Coconino president, H. K. Elrod, ''This contract represents a major milestone for
Enviro-Tec as its first Class V contract, and an excellent disposal solution for National Tank &
