According to the article I posted previously, the 3 fixed telephone companies will be:

1. Telesp (est. value US3.2B)

2. Telesul (est. value US1.0B) comprised of the telecoms of the Santa Catarina, Paran , Mato Grosso, Mato Grosso do Sul, Rond“nia, Acre, Goi s and Tocantins states, as well as that of the Federal District.

3. Telenorte (est. value US2.4B) composed of telecoms from the states of Rio de Janeiro, Minas Gerais, Esp¡rito Santo, Par , Amap , Amazonas, Roraima and the the northeastern states.

I don't know how the mobile companies will be carved out, perhaps someone else could answer.
