Don't know about the sheep part, but I think
the "future tone" is correct. Basically its
a stock whose trends are supposed to be indicative
of the overall trends in a particular sector.

Bellwether: if I recall correctly, this is a sheep which has a
bell tied to its neck and is trained to lead the other sheep into
the slaughterhouse. In this context, a bellwether stock is the
one whose behavior will indicate the future tone of the market.
