Bill - well the broker usually uses a clearinghouse
(or does clearinghouse fuctions in-house) In either case -
they send the company information re: number of holders
os the issue so that the company can mail them the correct
amount of whatever they would be mailing out (10K, announcement of shareholder meeting or whatever).

Though it is possible that the clearinghouse/broker could make
a mistake by not notifying the company - this isn't too likely.
More likely - the company didn't mail the shareholder meeting
announcement to numerous clearinghouses/brokers.
