I suggest you ask your manager how many brilliant management-type people used to work for those companies now were in Microsoft such as the CTO together with Andrew

Your assumption is wrong. If you think only a good management team can make a company success. then Borland must be run by bad management team. But still Microsoft hire the Borland CTO almost the same time as Andrew.
