What happens if the machines
can't be fixed? One possibility is systemwide collapse due to sheer
obsolescence. Another more likely outcome is a replay, perhaps on a
bigger scale, of the 1985 Philadelphia meltdown. Unfortunately, that's
probably what it will take for Washington to drag the IRS into the
modern age.
