Lawrence Goldstein of Petroleum Industry Research Foundation said he expects oil prices to range between $15.50 and $17.25 over the next 60 to 90 days. But Herman Franssen of International Energy Association added, "Oil prices could shoot higher if Norway, the world's second largest exporter after Saudi Arabia, agrees to reduce its output. If Norway announces it will cut output, the price floor will move up further toward the $16 level."
