Hi Larry, my conclusion was based on having seen this occur in the past. I worked with a guy who had purchased shares that where not yet registered from a company. After his restricted time elapsed he was able to register his shares and then they were crossed in the market. Not sure of entire reasoning behind the transactions, but
shares became part of float and issued. Another possibility here is that
since this stock was once very high you could have a rather large
tax loss for some large holders. Crossing the stock, especially if you feel a strong upward surge is in the future, could allow you to take advantage of the loss and the gain. Just some thoughts!
I said to press the company for info because they would know when investors are registering shares. Most of the time unregistered shares will be filed for registration upon the restricted date. Good luck!
