Well, Buck, that's the first time I've been asked that question. Public domain, huh? Songs have copyrights, so we'd have to find out how long they last. If a song is still under copyright the user of the song -- at least one playing a song commercially, as your question implies -- would have to negotiate a royalty with the owner of the copyright.

I think you need a Hollywood lawyer. How many times have you heard that one, right?
