Looking for clues:

1) They once were in trials with C&W

2) HKT 54% owned by C&W
hkt.com

3) Guangdong and NN
newbridge.com

4) Hunan and NN
newbridge.com

And considering:

this is perhaps the most likely tie to the rumor since NN does have a contract with Hunan Province in China and it's likely C&W is involved at some level.
