Concerning your y2k question, I looked up the parameters in the 32-bit VMS LIB$ routines for LIB$DATE_TIME and LIB$DAY. LIB$DATE_TIME returns a character string with four digit years, while LIB$DAY returns the number of days since November 17, 1858. According to the documents, LIB$DATE will be valid up to the year 8600. One can presume that 64-bit OpenVMS extends this value. I can not speak to DEC's UNIX implementation, but I have heard that some difficulties exist in heterogeneous systems where other UNIX flavors exist in a system with VMS.
